Ken-Caryl Ranch continues to share updates and important information as new housing development moves forward within the community. This page is intended to help residents stay informed about construction activity, planning updates, timelines, public amenities and community impacts related to the project.
The development includes three residential areas — Parcel A, Parcel B and Parcel C — located near Ken Caryl Avenue, Chatfield Avenue and C-470. Plans include a mix of single-family homes, townhomes, multi-family housing, parks, trails, landscaping and community amenities.
As planning and construction continue, updates will be posted here to provide the latest information, timelines and project resources.

NADG Development – Parcel B
North American Development Group (NADG) continues advancing plans for Parcel B at Ken-Caryl Ranch with a focus on thoughtful site design, enhanced landscaping and an attractive neighborhood entry experience that complements the surrounding community.
Recent updates include refined landscape plans and enhanced entry features at both the southeast and north access points. These improvements are intended to create welcoming entrances, improve pedestrian connectivity and integrate high-quality landscaping and open space throughout the development.
NADG has also provided updated 3D preliminary renderings to illustrate the proposed landscaping and site design concepts. These visuals reflect ongoing collaboration and the continued planning effort to create a cohesive residential environment.
Parcel B Landscaping & Entry Features
Southeast Entry
The southeast entry includes a tree-lined streetscape with enhanced sidewalks, layered landscaping and integrated open space areas. The design emphasizes pedestrian connectivity, visual buffering and a cohesive neighborhood aesthetic.
An aerial rendering of the southeast entry further illustrates how homes, open space and recreational amenities are planned to create a connected community setting.
North Entry
The north entry rendering features a landscaped gateway, enhanced planting beds and carefully designed transitions between homes and roadway corridors. A variety of plant materials and layered landscaping are intended to soften views, provide seasonal interest and create an inviting arrival experience.
Design Priorities
The Parcel B landscape plan prioritizes:
- Enhanced neighborhood entries
- High-quality layered landscaping
- Pedestrian-friendly sidewalks and connectivity
- Integration of open space and community amenities
- Cohesive architectural and landscape character
These renderings are preliminary and intended to provide a visual representation of the project direction. As planning continues, refinements may occur through ongoing review and coordination processes.

As new housing developments continue to move forward throughout the community, staff wanted to share the latest project updates.
Elk Meadows (formerly Parcel A, North Bowl)
Ground development is complete, including roads, curbs and gutters. Elk Meadows will include 249 single-family home lots developed by Toll Brothers and Lennar. Both builders are working to complete model homes and sales offices within the next 90 days.

- 4 homes sold
- First closings anticipated in May
- Two home collections with seven floorplan options
Toll Brothers
- 27 homes sold to date
- First closings anticipated around September/October
- Two collections with 10 floorplans

The assigned Jefferson County schools for this area are:
- Ute Meadows Elementary
- Deer Creek Middle School
- Chatfield High School
Feedback from prospective buyers continues to highlight the area’s proximity to the foothills, community amenities and trail access. Many buyers are also looking for newer homes while remaining in the Ken-Caryl area.
Parcel B
Parcel B, located east of the Safeway shopping center, is currently undergoing land development. Current work includes installation of underground infrastructure such as water, sewer and utilities, along with grading, retaining walls and streets.
The site is planned for 199 townhomes, with vertical construction anticipated to begin toward the end of the year.
Parcel C
Parcel C, located west of Mountain Gate near the RTD Park-n-Ride, is planned for apartment development.
Most site work has already been completed, and construction is anticipated to begin in early 2026. Parcel C is expected to be the final location where active construction begins.
Staff will continue sharing updates as these projects progress.

Construction Impacts to Path Between Sunset Ridge and Parcel B
Due to ongoing construction, portions of the path between Sunset Ridge in the Ken-Caryl Ranch Plains and Parcel B near Safeway are temporarily closed.
Construction began on Sept. 27, and the section of trail connecting Sunset Ridge to Safeway is currently closed. Residents are encouraged to use alternate routes during construction.
While most of the trail and park at Sunset Ridge remain open, visitors should continue to use caution in the area. Trails remain open unless posted with a closure sign.
Although the path has been used by the public for decades, it is located on private property owned by the developer. A new concrete path is planned as part of the development and will eventually be deeded to the District for public use following completion of construction.
Residents are encouraged to continue following Ken-Caryl communication channels and this webpage for updates.

Parcel C – Ken-Caryl Ranch North Plains Filing 1 Adjustment 2
JeffCo Case No. 22-108893SD – 274 Multi-Family Apartment Units
- The developer’s response to Jefferson County final review comments was submitted on June 21, 2024.
- Additional comments from Jefferson County were anticipated during the week of July 8, 2024.
- Final approval and recording of documents was anticipated by mid-August 2024.
- Earthwork, grading and sub-excavation were completed the week of June 24, 2024.
- Horizontal infrastructure and vertical construction were expected to begin in Q2 2025.
- Vertical construction was anticipated sometime in 2025.
Parcel A – Ken-Caryl Ranch North Plains Filing 1 and Adjustment 1
249 Single-Family Residential Units
- Overlot grading, sub-excavation and retaining walls were completed.
- Water, sanitary sewer and storm utility work was nearing completion.
- Curbs, gutters, sidewalks and paving work were underway.
- Finished lots were anticipated to be delivered to Toll Brothers and Lennar during Q3 2024.
- Landscaping, trails and park improvements were anticipated to begin in Q2 2025 with completion expected by the end of 2025.
- Model home construction was anticipated to begin in Q3 2024 with initial home deliveries beginning in Q1 2025.
Parcel B – Ken-Caryl Ranch North Plains Filing 2
199 Townhome Units
- Overlot grading and movement of approximately 500,000 cubic yards of dirt to Parcels A and C was completed the week of June 24, 2024.
- Sub-excavation work was scheduled for completion in Q3 2024.
- Water, sewer and storm utility work was scheduled for Q4 2024.
- Curbs, gutters, sidewalks and paving work were planned for Q2 2025.
- Vertical construction was anticipated sometime in 2025.
- Landscaping, trails and park improvements were expected to begin in 2025 with likely completion in 2026.

- NADG recorded approval of the Parcel C site plan.
- Ken-Caryl Ranch North Plains Filing 1 Adjustment 1 remained in final review with Jefferson County.
- Approvals and recording were anticipated during Q1 2024.

Site Development Plans for Parcel C
The application for Parcel C, which includes 275 multi-family units, entered its second referral review with Jefferson County Planning and Zoning.
This development is part of the planned North American Development Group project originally announced in 2020.
Comments regarding referral documents were requested by Oct. 23, 2023.

Earthwork Construction Begins
North American Development Group began contracted earthwork construction for the new housing development within the Ken-Caryl Ranch Plains.
Approximately 700 residential units were planned across three parcels:
- Parcels A and C east of C-470 and north of Ken Caryl Avenue
- Parcel B at the southwest corner of Ken Caryl Avenue and Chatfield Avenue
Bemas Construction was hired to complete earthwork and soil movement operations.
Construction Details
- Work hours were expected between 7 a.m. and 5:30 p.m.
- Soil movement between Parcel B and Parcels A/C was anticipated to begin mid-June.
- More than half a million cubic yards of dirt were expected to be moved.
- Approximately 2.5 million cubic yards of dirt would be moved over the full project.
Ken Caryl Avenue was planned as the primary transportation route for soil hauling operations.
Traffic engineers worked with the contractor to help minimize impacts to residents. Road closures were not anticipated, though outgoing traffic from Safeway at the Alkire intersection was temporarily restricted during portions of construction.
The trail north of Sunset Ridge connecting the Plains to Safeway was expected to remain open during early construction phases. Future reroutes or closures would be communicated in advance.
Dust mitigation measures included:
- Watering operations
- Tracking pads
- Rock retainers
- Recycled asphalt
- Street sweeping
Work would be suspended during unsafe or excessively windy conditions.
Residents were asked to respect all safety barriers and construction boundaries throughout the project.

The Metropolitan District Board approved the First Amendment to the Inclusion of Property Agreement with North American Development Group during the April 28, 2023 Board meeting.
The amendment:
- Clarified Parcel C would utilize a site plan rather than a plat
- Confirmed District review rights if Jefferson County required revisions to approved plans and specifications
- Preserved District authority regarding approval and acceptance of park and recreation improvements

Interior Restroom Plans & Specifications
Under Section 7.3 of the Inclusion Agreement, NADG submitted plans and specifications for interior restrooms on Parcels A and B.
The District reviewed the plans for compatibility with maintenance standards and user experience and recommended approval.
Additional discussion regarding the Inclusion Agreement and tree lawn landscaping revisions was included within the April 25, 2023, Board Packet.

Interior Restroom Plans & Specifications
NADG submitted draft plans and specifications for interior restrooms on Parcels A and B on March 13, 2023.
Staff reviewed the plans and found them compatible with existing maintenance standards and community amenities.
The District had 45 days following receipt of final plans to provide comments, questions or approval.

Jefferson County has scheduled hybrid public hearings for Ken-Caryl Ranch North Plains Filing 2 (Parcel B located at Ken Caryl Avenue and Chatfield Avenue).

- Board of County Commissioners Hearing: Tuesday, Jan. 31, 2023 at 8 a.m.

Jefferson County Planning and Zoning requested public comments related to Ken Caryl Ranch North Plains Filing No. 2 (Parcel B located southwest of the intersection of W. Ken Caryl Avenue and W. Chatfield Avenue).
At the time, the project had entered the fourth referral stage of the Jefferson County Planning & Zoning review process.
Residents were encouraged to review the electronic documents associated with the fourth referral and submit comments on the Preliminary and Final Plat directly to Jefferson County Case Manager Nathan Seymour by Monday, Nov. 28, 2022.

Parcel A (North Plains Filing 1) & Parcel B (North Plains Filing 2)
North American Development Group (NADG) formally submitted plans and specifications for proposed park and landscape improvements on Parcel A and Parcel B for District review and consideration.

Timeline of Review & Public Engagement
Feb. 21
NADG formally submitted the park and landscape improvement Plans & Specifications to the District for review.
Under the Inclusion Agreement with NADG:
- Plans and specifications may be submitted in phases as they are completed
- Submittals must occur before County approval
- The District has 45 days to review submitted materials
- If the District has comments or objections, formal notice must be provided within the 45-day review window
- If no comments or objections are submitted within that timeframe, the plans are considered approved
Feb. 22 Board Meeting
The District Board discussed the review process for the Plans & Specifications during its regular Board meeting.
Feb. 23
An online resident survey was launched to collect community feedback regarding the proposed parks and recreation improvements for Parcel A and Parcel B.
Comments were accepted through March 11.
March 8
A virtual community meeting was held with NADG to gather public input regarding the proposed park and landscape improvements.
March 22 Board Meeting
The Board reviewed:
- The proposed Plans & Specifications
- Feedback received through the resident survey
- Comments shared during the March 8 community meeting
Following discussion, the Board directed staff and legal counsel to prepare formal comments and objections for submission to NADG.
March 28
The District submitted its comments and objections regarding the proposed park and landscape improvements Plans & Specifications to NADG.
Following receipt of those comments, NADG was provided the opportunity to revise and resubmit the plans for additional review.
April 5 Special Board Meeting
The Board approved the revised park and landscape improvement Plans & Specifications.
April 7
District deadline for submitting final comments or objections to NADG.
May 24 MD Board Meeting
The Board reviewed and approved the remaining outstanding items related to the North American Development Group Plans & Specifications.

Nov. 3
NADG submitted proposed irrigation system Plans & Specifications for Parcels A and B within the Hogback Metropolitan District.
Nov. 14 MD Board Meeting
The Board reviewed and approved the irrigation system Plans & Specifications for Parcels A and B.
General Information
Approximately 94 acres of privately owned land is proposed for residential development.
The development area includes three parcels and remains within KCRMA boundaries, though it was not originally within KCRMD boundaries.
Plans currently include:
- Parks
- Trails
- Landscape improvements
- Recreation facilities
- Open space areas
- Residential housing
Of the total 94 acres:
- 12 acres are planned for parks, trails and recreation improvements
- 30 acres are planned as natural open space
- 7 acres were originally identified for a future Jeffco school site
Jeffco Public Schools has indicated it is no longer interested in the proposed school site and the future use of that land has not yet been determined.
At full buildout, development is anticipated to include approximately 755 residential units.
Projected construction completion estimates originally included:
- 44 units in 2023
- 468 units in 2024
- 159 units in 2025
- 84 units in 2026
The development includes:
- Single-family homes
- Townhomes and paired homes
- Multi-family units
Neither KCRMD nor KCRMA controls whether the property is developed or the specific housing ownership structure.
